The notched coast line and exposed platform testify to uplift of the land relative to the Mediterranean sea level. As the sea is essentially non-tidal this landscape remains constant. It looks like the tide has gone out - it has, but permanently. The uplift probably occurred in conjunction with (co-seismic) the 551AD earthquake that devastated coastal cities (including Beirut).
